Warrant issued in Roscoe banner scam case

ROSCOE – Roscoe police are on the lookout for an Illinois man who they say scammed local businesses out of money for banner advertising that never was delivered.

The Winnebago County State’s Attorney’s office obtained the warrants March 10, 2017 for Richard Wheeler, 66, of Sandwich, Illinois.

The warrants for theft for deception stem from a case where in 2015 where prosecutors say Wheeler solicited businesses in Roscoe to be part of a banner program in conjunction with the village of Roscoe.

Wheeler told businesses they could purchase banners with their name and logo on them through his company, The Banner Company.

 The banners were to be placed throughout the village for advertisement, according to a Roscoe Police Department news release.

 Wheeler sold the program to more than 50 businesses, however after paying, businesses never received the banners, or were any refunds issued.

The Village of Roscoe Police Department began investigating Wheeler and the Banner Company in March of 2016.

Police are asking others who may have been victimized and who have not yet contacted police to call Detective Christopher Wilder at 815-623-7338.
