Primary features two races for Walworth County Board PDF Print E-mail

ELKHORN -- Primary contests are on the ballot Feb. 21 for voters in two Walworth County Board districts.

In District 6, which includes the city of Elkhorn and a portion of Sugar Creek Township, four Elkhorn residents are in the running to replace Kathy Ingersoll on the county board.

In District 10, three people are vying for the supervisor seat currently held by Randy Hawkins, which represents Genoa City, Bloomfield and Bloomfield Township.

Two two highest vote-getters advance to the April 3 general election.

District 6

Name: James M. Boardman Sr.

Age: 71

Address: 312 W. Fourth Ave., Elkhorn

Job: purchase agent/inventory control manager at Mann Capital Management LLC

Education: Elkhorn Area High School graduate, 1958; some classes toward police science degree at Gateway Technical College, 1969 to 1971

Community service: charter member of Elkhorn Jaycees from 1963 to 1970, serving as president, state director, state vice president; national director for U.S. Jaycees in 1968; emergency medical technician on Elkhorn area ambulance from 1971 to 1986; adviser to EAHS DECA club from 1972 to 1980; adviser for Gateway power mechanics from 1972 to 1982; president of Elkhorn Police and Fire Commission for six years; Walworth County Selective Service from 1979 to 1992 and 1999 to 2011

Publicly elected positions: Elkhorn alderman, 1976 to 1982

Major campaign issue: To keep an open line of communication with the electors and continue to maintain all of the county services we enjoy without increasing taxes.

Name: Pat M. Clancy

Age: 59

Job: retired truck driver, night manager of homeless shelter in Madison, counselor at Shady Oaks Camp in Illinois

Education: Lockport West High School, Lockport, Ill.

Community service: volunteer at Walworth County emergency homeless shelter

Publicly elected positions: none

Major campaign issue: County government is on the front lines of efforts to help our friends, relatives and neighbors get back on their feet in these tough times. I will work with the board to support economic growth, which provides the revenue that funds important services for the people of Walworth County.

Name: Paul L. Fisher

Age: 47

Address: 408 S. Wisconsin St., Elkhorn

Job: systems IT network administrator at Lavelle Industries Inc. in Burlington

Education: Wheaton Central High School, Wheaton, Ill., 1982

Community service: buildings and grounds committee at Community Church of Elkhorn, volunteer for Rebecca Kleefisch campaign

Publicly held positions: none

Major campaign issue: Elected officials should respect their oath of office and not settle for the easy solution. Ordinances should only be introduced if there is a genuine need, not as busy work. Elected officials should be willing to work as hard as their constituents. I will work to repeal the firearm ban in county buildings.

Name: Tim Schiefelbein

Age: 53

Address: 217 N. Church St., Elkhorn

Job: retired captain with the Walworth County Sheriff's Office, retired Elkhorn Police Department reserve patrolman, part-time security guard at Andes Candies in Delavan

Education: Elkhorn Area High School, graduate, 1976; U.S. Army military police school at Fort McClellan, Ala.; certification as military police officer, 1980; Blackhawk Technical College, police academy, certification as Wisconsin police officer, 1981; Madison Area Technical College, associate degree in criminal justice, 1991; Concordia University in Wisconsin, bachelor of arts degree in criminal justice administration, 1994; Northwestern University Traffic Institute, school of staff and command certification, 1997; and FBI Law Enforcement Executive Development Program certification, 2007

Community service: I’m a regular volunteer at VIP Industries in Elkhorn, a part-time investigator for the Walworth County district attorney’s office and a member at-large of the Walworth County Alliance for Children.

Publicly elected positions: none

Major campaign issue: I believe that changes in the collective bargaining rights of public employees will be the major challenge for the county board. We must seek to treat employees fairly and maintain the current level of service, while seeking to lower the tax rate. My 32 years in law enforcement, including 15 years in administration, prepare me well for this challenge.

District 10

Name: Elizabeth Lyons

Age: 51

Address: 323 Southeastern Court, Genoa City

Job: Small business owner, jewelry manufacturer and artist

Education: Glenbrook South High School, Glenbrook, Ill., 1977

Community service: Member of the 2020 Smart Growth Committee. Wrote and nearly won a Safe Routes to School grant. Past chairwoman of the Nippersink Trail Project, past chairwoman of Friends of Genoa City, currently volunteer at the Trail of History in Ringwood, Ill., the Festival of Sugar Maples in the spring and Time Travelers Day Camp.

Publicly held positions: none

Major campaign issue: Growing business and filling the tax incremental financing districts; balancing the needs of the community with available resources, especially in regards to water; continuing to build this vibrant community while retaining its beauty; seeking grants wherever possible to improve the quality of life and/or to reduce the burden on taxpayers.

Name: Kenneth H. Monroe

Age: 72

Address: W1500 Sunset Drive, Pell Lake

Job: operate Monroe’s Auto Service

Education: Milwaukee Tech (auto)

Community service: Genoa City Lions Club

Publicly elected positions: Town of Bloomfield supervisor/chairman since 1992, secretary/treasurer for Wisconsin Towns Association, 2003

Major campaign issue: Addressing overcrowding at the Walworth County jail as well as trying to hold down expenses for many of the services offered by the county, including the high cost of insurance. Unless someone has sat on the board or been to county meetings, it's hard to say what one major issue would be.

Name: David Nusberger

Age: 52

Address: W873 Juneau Road, Genoa City

Job: sales, K&M Auto Sales

Education: Whitewater High School, 1978; truck driving school, Portage, 1988.

Community service: Founder of the Pell Lake Sportsman’s Club; was on Parks Lakes Recreation Committee; reach out with Trinity Lutheran Church

Publicly elected positions: none

Major campaign issue: We need to defray the cost of incarceration by using electronic bracelets on nonviolent offenders. My biggest concern is the lost business in District 10; we’re the gateway from Illinois but we don’t see the tourism dollars like Lake Geneva does. I will represent all of the people in the district.
